The Americans, and President Woodrow Wilson in particular, were not going to form any kind of alliance/armistice with Germany whilst the Kaiser had any form of power whatsoever. This included the new idea of a constitutional monarchy. This prompted the German people to force the Kaiser out of power entirely. As they did so, he abdicated to Holland, thus allowing the armistice of November 11th 1918 to occur. Before the armistice was signed however, the second major factor that helped the revolutionary situation to take a hold occurred. On the 28th October 1918, Admiral Reinhard Scheer ordered the fleet on one last "suicide mission" against the british naval blockade. The sailors mutinied and the final offensive never took place.
