A complaint was originally made to the force in question which are supervised by a body set up under PACE, the Police Complaints Authority (PCA). One can make a complaint if one feels police officer(s) has behaved inappropriately. One also has to identify what was wrong and ensure that it wasn't merely detest towards that particular law and also remember that police have to enforce law. One can then write a full account of what happened, when and where it happened, what was said or done, who was involved and then send it to the Chief Constable of which officer(s) belong.
