Scrooge is saying here that there is no point of christmas because there is no need to be happy when theres nothing to be happy about. Scrooge's nephew (Fred) feels christmas is a "kind", "forgiving", "charitable" and "pleasant time". Fred uses these words to desribe how he feels about christmas. This is Fred replying back from Scrooge's comment about christmas saying that its not boring but it's a time that we should enjoy. In the scene where the charity collectors asked Scrooge to donate money for charity he says "the treadmill and the poor law are in full vigour". This shows that Scrooge does not want the poor around.
