The Wagner Act of July 1935 is also considered by historians to be a major policy and was described by Doug and Susan Willoughby as "one of the most radical aspects of the New Deal." It certainly had a major effect on the union membership in the USA which almost tripled from 3.3 million in 1933 to 9 million in 1939. Although it did have a major impact on trade union membership other historians such as Peter Clements have described the Wagner Act, as being something that "simply uninterested" Roosevelt and therefore was not very major in terms of his thinking.
