Many people lived in small villages and would never travel anywhere out of that village in relationship to how people travel today. Communication around the country was poor at the best of times and even worse during periods of bad weather. It was almost impossible to move from areas between September and March and many people stayed put during these months. This made orders from the government hard to reach the areas they needed to get to in time. The 17th centuries temperatures were so low that many people say that it was a mini-ice age, which is why it was so hard to move during the cold temperatures.
