... and he dosnt understand how smuggling turned into a crime. Smuggling was bringing foreign goods into the country without declaring it to the government officials at the coastline. The reason for smuggling is so that the smugglers didn't have to pay tax for their goods therefore making them cheaper to sell and cheaper for the customer. Its aim was to provide good quality for cheap prices to the public, which were otherwise expensive. High priced items like tobacco were already very high but got even higher with the extra tax added. Smuggling was paid for with a very high punishment, usually death. It was measured with the amount of the goods brought into the country illegally. Though even with this harsh punishment smuggling still continued because of the attitudes of the public. The public praised the smugglers because they were keeping the prices low.
